City of York Council


City of York Council undertook a rationalisation project to relocate a number of council departments into a new 150,000 sq ft offices corporate HQ within the West Offices complex in York city centre. A key objective of the project was the provision of a new flexible office solution that would satisfy the Council’s multi-functional business needs.

The design and layout were required to be flexible with the level of occupation, location of departments and functionality of furniture. We worked in collaboration with the Interior Design team and council representatives to deliver a bespoke bench desk solution with a fully-integrated cable management system designed to maximise under-desk space. Bespoke personal locker units were designed to specifically fit into “hubs” within each floor, creating communal areas within the office layout.

Flexiform Business Furniture provided a free-of-charge filing audit and developed a bespoke 1,100mm-wide Freestor side filer storage unit that could provide a high density of storage while maintaining a low office landscape, supporting the collaborative nature of the office space without compromising on storage capacity. Under the Government Procurement Service Furniture framework (RM440), the City of York Council was able to save an additional £255,000 in excess of the standard framework discount.

The task seating supplied was selected to accommodate the needs of the vast majority of council employees, to minimise the need for specialist seating, and to support the use of a new hot-desking approach. Breakout and meeting spaces were designed to provide flexible and collaborative spaces, with the use of a number of products, including tables and chairs, which can be easily reconfigured to create a multi-functional space without the need for intervention by the Council’s estate team.
